| The Houston has several small "private" cities within the metropolitan area. Popularity of these cities which provide higher levels of personal services such as police, fire, zoning, parks, etc. Under Texas law these are cities that cannot be annexed by any other city. Perception is that individuals have more control over small governments than large ones. The most noted are the four Memorial Villages (Bunker Hill, Hunters Creek, Piney Point, and Spring Valley), Jersey Village and Tomball.
West University, southside place, Stafford, The cities of Houston, Sugarland, Heights (Houston Heights) was a separate city, but elected to join the City of Houston in 1928. It retained several provisions in its area including prohibition. The Woodlands is a planned community Planned communities and Small cities.
